Judith B. Seltzer is the Director of Technical Strategy for the Center for Leadership and Management (CLM), and has been seconded to JHUCCP to serve as the Senior Technical Advisor in Capacity Development under the HC3 Project. In this position, she provides technical assistance in the areas of strategic and operational planning, business planning and new enterprise development, financial management, health sector reform, management training, organizational development, and field research. Prior to assuming this position, Ms. Seltzer headed up the Financial Management Practice Area as part of the Center for Leadership and Management. During her 30-year tenure at MSH, Ms. Seltzer has held numerous positions, and continuously provided technical assistance to counterpart organizations throughout the world. Ms. Seltzer heads up MSH’s Global Technical Leadership Team for Management. She has published and presented broadly on such topics as business plan development, cost-recovery mechanisms, local rapid assessments, leadership development, and decision-linked research, amongst others.
Ms. Seltzer holds a Master of Business Administration from the Massachusetts Institute of Technology and a Master of Public Health from Emory University. Ms. Seltzer speaks fluent Spanish and functional French.
